Tuning Notifications?
It would seem to me that sending completion notifications (for Stories and/or Tasks) to the Product Owner alone is like reporting status. Rather than just this, notifications should be tunable, to go to either the whole team, the Scrum-Master (if that role exists), and/or the Product Owner.

You can choose who notifications go to by going to the team members page. If you click the checkbox for notify anyone can receive the notification as well.

This appears to simply enable notifications. So does this mean all notifications all the time?

There are only two notification emails that get sent and one of those is configurable. The configurable one sends a notification for story delivery. The one that is not configurable is when a story is rejected. All developers working on that story get notified of that.

Also, people can monitor what is going on with the project via RSS feed.
